A Middlesboro man has been arrested for sexual offenses

After a thorough investigation by the Middlesboro Police department lead by Sgt. Barry Cowan, 43 year old John Washam has been taken into custody and charged with rape 3rd degree and incest.

The alleged incidents are reported to have begun in September of 2019 and continued until January 1, 2020.

While Washam has yet to be arraigned on the charges, he has not been given a bond as of this report. Washam has only been charged for the alleged crimes, not convicted in a court of law.

Rape in the third degree is a Class D felony and is defined by KRS 510.060 as a person being guilty of rape in the third degree when: being twenty-one (21) years old or more, he or she engages in sexual intercourse with another person less than sixteen (16) years old.

Incest is a Class B felony and is defined by KRS 510.010 as a person is guilty of incest when he or she has sexual intercourse or deviate sexual intercourse, with a person less than eighteen (18) years of age whom he or she knows to be an ancestor, descendant, uncle, aunt, brother, or sister. The relationships referred to herein include blood relationships of either the whole or half blood without regard to legitimacy, relationship of parent and child by adoption, relationship of stepparent and stepchild, and relationship of stepgrandparent and stepgrandchild.
