On Sunday September 8, 2019 at 7:24 a.m. Kentucky State Police, Post 10 Harlan received a call that a female had stolen and was operating a school bus in the Cawood community of Harlan County. Trooper Andy Soltess responded to the area to investigate.
Preliminary investigation indicates Teresa Wells (35) of Cawood stole a school bus from the Cawood Elementary parking lot. Witnesses reported Ms. Wells had been operating the bus in the area for a short time. An employee with the Harlan County School District was able to get her to stop the bus before Tpr. Soltess arrived.
Upon Tpr. Soltess arrival, Ms. Wells refused to exit the bus. A short time later, Ms. Wells exited the bus and appeared to be under the influence. There was no damage to the bus while Ms. Wells was operating it.
Ms. Wells was charged with theft by unlawful taking (auto) - $10,000 or more but under $1,000,000, DUI, no operator’s license, no seat belt, license to be in possession among other violations.
Ms. Wells was arrested and lodged in the Harlan County Detention Center. Case is still under investigation by Tpr. Andy Soltess.

Early Sunday morning at 9:13am 35 year old Teresa Wells of Cawood was booked into the Harlan County Detention Center on several charges taken out by KSP Trooper Andy Soltess, one of which was for stealing a school bus.
This is not Wells first run-in with the law and not the first time she has been accused of stealing a vehicle.
In March of this year she was charged by the Kentucky State Police for vehicle theft.
Wells has been charged with theft by unlawful taking (auto) - $10,000 or more but under $1,000,000, speeding 20 mph over the limit, failure to produce insurance card, license to be in possession, np operator's license, failure to wear a seat belt, and operating a motor vehicle under the influence of alcohol or drugs.
We expect to have the citation shortly while more details on this arrest.
