From the Harlan County Sheriff's Department -
On Saturday, April 15, 2023, Harlan County Deputies responded to a 911 call in Evarts of a woman being assaulted. Dispatchers advised they could hear the woman being assaulted on the phone.
Upon arrival a male subject, identified as 45-year-old Steven Dale Shepherd of Evarts, immediately became combative towards deputies. Shepherd assaulted a Deputy as the men attempted to place him under arrest.
As deputies made contact with the victim, they immediately requested Lifeguard EMS that transported the victim to Harlan ARH to be treated for her injuries sustained in the assault.
Steven Shepherd was arrested by Deputy CJ Reed and charged with Assault 2nd degree Domestic Violence, Assault 3rd degree Police Officer, Strangulation 2nd degree, Disorderly Conduct, Resisting Arrest and Alcohol Intoxication in a public place.
This is Shepherd's third charge in a year for assault.
Deputy Reed was assisted by Deputies Bryan Napier, Jeremy Jones, Sheriff Chris Brewer, Constable Scotty Moore, Lifeguard EMS and KSP.
