Middlesboro man arrested for video voyeurism after a hidden camera was found in a hospital bathroom

On Thursday, January 17, 2020, former Middlesboro Officer Josh Harris took a report on a phone that was discovered under a sink in a restroom of Middlesboro ARH hospital. The phone was determined to have a motion-activated app that when triggered, would supply the installer live footage.


On Monday, August 2, 2021 the case was given to Sgt. Barry Cowan and he contacted the person determined through the investigation to be the owner of the phone. He was identified as 49-year-old Carl Rains.


Sgt. Cowan states in the citation that at his residence on Dunlap Hollow Road, Rains was asked to accompany the sergeant to Middlesboro Police headquarters where he could be interviewed. He agreed, and after being read his rights prior to the interview, he admitted to being an employee of the hospital in the maintenance department at the time the phone was found. He further admitted to being able to watch three females use the restroom while the phone was there.


Carl Rains was processed at headquarters and taken to Bell County Detention Center charged by Sgt. Cowan for three counts of video voyeurism and he was also served with three outstanding bench warrants.


Video voyeurism is a class D felony which is subject to a sentence of five to ten years in prison and a fine.
