Powell Tennessee man, "not that high" while driving in Bell.

On Wednesday night June 26, 2019 Bell County Deputy Adam Southern was on Balkan Road and observed the operator of a 1989 white Chevrolet 1500 not wearing a seat belt. Deputy Southern then made a traffic stop on the driver, identified as 58 year old William Ray Swigger of Powell, Tennessee.
Upon contact with Swigger, Deputy Southern observed that he was exhibiting behavior consistent with being intoxicated. When asked if he had taken anything, Swigger replied: “I took meth a few hours ago, but I am not that high”.
Deputy Southern then administered standard field sobriety tests which Swigger failed, and then refused any further testing.
William Ray Swigger was arrested and lodged in the Bell County detention Center charged with operating a motor vehicle under the influence of alcohol/drugs 1st offense, no/expired registration, operating a motor vehicle with an expired license, and failure to wear seat belt.
