According to a citation from KSP Post 10 Trooper Kyle Trosper, on September 8, 2020 a 17 year old female came to the Barbourville Police Department to report a sexual assault against her by 24 year old Brian Newman of Barbourville.
The victim also stated that the incident occurred on two separate occasions, September 8th and September 16th, 2020. The victim has a diagnosed mental disability, and has difficulty communicating.
Trooper Trosper located Newman at a residence on Pitzer Street in Barbourville. After initially denying any sexual act, Newman did admit to a portion of the incident. Trooper Trosper reported that the victim had a recording on her phone of Newman making lewd sexually overt comments to her as she continued to say no multiple times. She went on to say during the act, she told Newman to stop several times.
Brian Newman was arrested on Sunday, September 20, 2020 lodged in the Knox County Detention Center charged with rape 1st degree and is being held on a $25,000 cash bond.
