Demand a ride through the tunnel, get a ride to jail

On Tuesday evening January the 22nd Middlesboro Officer Chris Barnes was dispatched to the Cumberland Gap Tunnel on Highway 25E.


The complaint call came from the tunnel authority stating a man, identified as 26 year old Billy Ray Lowe of Middlesboro, had come to the entrance demanding a ride through the tunnel.


Lowe also stated that he did not want to give his name because he had outstanding warrants. Officer Barnes states in his citation that once he made contact with Lowe, who was walking northbound on 25E, and that he was “talking out of his head”. When the officer asked him what day it was, Lowe had no idea and thought it was December 2018.


Upon a search of Lowe a syringe, a glass pipe, and a small clear baggie containing a crystal like substance was discovered.


Billy Ray Lowe was arrested and lodged in the Bell County Detention Center charged with possession of controlled substance 1st degree, 1st offense – Methamphetamine, buying/possessing drug paraphernalia, and public intoxication – controlled substance.


He was also served an outstanding failure to appear warrant.
