Harlan woman indicted for criminal abuse charges regarding her children

On Friday, April 14, 2023, A Harlan woman was formally served an indictment for charges involving her children after a Harlan County grand jury returned a true bill in March.


On Wednesday, January 18, 2023, 32-year-old Teda Mills was arrested by the Harlan City Police Department on three charges of criminal abuse – 1st degree – child 12 or under and falsely reporting an incident to law enforcement.


According to the initial complaint warrant taken out by Officer Jared Powell, Mills is accused of placing her three children, all under 12, in a situation that may cause serious physical injury leaving them alone in a home with no water and no food from January 11th through 13th.


Mills is also accused of giving Officer Powell false information trying to implicate another person.


Teda Mills was formally indicted for the offenses and given a $7,500 cash bond.


All those reported by WRIL as being arrested and charged are considered innocent until proven guilty in a court of law.
