Man Charged With Sexual Offenses Back in Custody After Being Indicted

As we recently reported, 35-year-old Randell Storms was released from the Bell County Detention Center on Friday, November 14th after an OR bond was issued in August for lack of indictment on sexual offenses within the required 60-day time period. Before he could be released, he acquired assault charges against another inmate while in custody. He had to serve that sentence before being released.
An indictment warrant was issued for his arrest shortly after his release and Storms was taken into custody by Pineville Police Chief Brandon Hollingsworth early Tuesday morning November 18th.
Storms was charged on May 30, 2025 with Kidnapping - minor, Rape - 1st degree - incapable of consent, Sexual abuse - 1st degree - victim under 12 years of age, Terroristic threatening - 3rd degree, and Procuring or Promoting use of a minor by electronic means.
The deputy in charge of the case presented the evidence on the appointed day October 23, 2025, to the Bell County Grand Jury. The Grand Jury did return a true bill and Randell Storms was indicted on the above charges. The indictment number is 25-CR-00300. Storms is scheduled for an indictment arraignment on January 16, 2026 at 9:00am in Bell Circuit Court.
For the record, Kentucky sheriff departments have no control over when an inmate is released from a jail or detention facility. Likewise, Kentucky jailers follow court orders in cases like this in order to release inmates.
