Middlesboro Man Arrested For Felony Stalking After Violating EPO

On Saturday, February 14, 2026, Middlesboro Police Sgt. Bucky Harris responded to a call at a Winchester Avenue address about a package at the residence's doorstep. The package was a candy bar wrapped with a note that read "Happy Valentine's Day."
The woman at the home told Sgt. Harris that she had an active Emergency Protective Order on 56-year-old Clifford Hall of Middlesboro, and she believed the package was from him.
After taking the report, Sgt. Harris left the scene. Later that same day, he received a call from the parents of a juvenile, who said an individual had stopped their son and asked him and his friends to deliver the package to the same residence. The juvenile stated the man was “dressed all in black with gloves on” and was driving a black SUV like the one owned by Hall.
After attempting an arrest, Hall would not come to the door of the home, but on Sunday, the 15th, he was seen by Sgt. Harris walking in the area and was arrested.
Clifford Hall was lodged in the Bell County Detention Center, charged with stalking – 1st degree (felony) and violation of a Kentucky EPO/DVO. He is being held on a $100,000 cash bond.
Hall also has another EPO filed against him in Tennessee regarding another woman.
