On Tuesday, July 9, 2024, at 2:30pm, Middlesboro Police responded to a strangulation call at Generations Center on 24th Street.
According to the citation, Middlesboro Officer Rossi arrived on scene and spoke to the staff involved in the altercation. The staff stated that 60-year-old Paul Monhollen was asked to wash his hair and that’s when he began threatening staff saying he was going to kill them.
When a female member of the staff tried to intervene, Monhollen came up to her putting his hands around her throat “intentionally blocking and impeding her normal breathing while applying pressure to her throat and neck,” while stating he would kill the woman. His actions left visible red marks around her neck and throat. Monhollen finally let the woman go, sat down, and was observed by staff prior to police arriving.
Officer Rossi arrested Monhollen and booked him in the Bell County Detention Center charging him with terroristic threatening - 3rd degree and strangulation - 1st degree.
