Multi-agency Search Warrant Leads to the Arrest of Pathfork Man

On Monday, May 18, 2026, A multi-agency arrest and search warrant was executed at Howard's Market and 57-year-old Jeff Howard's residence near Pathfork in reference to illegal logging and timber theft. During the search, Howard and the residents at the home were charged with 33 counts of animal cruelty.
Jeff Howard was additionally charged with theft by unlawful taking over $10,000, but under $1,000,000, after estimated damages of $510,300 for unlawfully entering property after being declined permission and proceeding to log on the property. He was also charged with criminal tresspassing - 2nd degree.
Assisting in multiple locations were the Harlan Sheriff's Department, Knox County K-9, Kentucky State Police, Middlesboro Police Department, Pineville Police Department and other agencies.
This investigation is continuing and more charges are pending.
