Pedestrian struck and killed in Barbourville

Police Chief Winston Tye reports to WRIL that on Sunday night, February 3 at 9:45pm, the Barbourville Police Department responded to a call of a motor vehicle accident involving a pedestrian on US 25E near the entrance of Parkway Plaza.


During the investigation, officers discovered that a Ford Explorer driven by Haley Collins of London was traveling northbound on 25E when she struck a male subject who was crossing the highway with the mirror of her vehicle. After stopping and calling for assistance, the male was then struck by another motor vehicle being driven by Carla Osborne of Bimble.


James Morgan

76 year old James Morgan, of Barbourville, was pronounced dead at the scene by the Knox County Coroner Mike Blevins after being struck by the two vehicles.


The accident remains under investigation by Officers Jake Knuckles and Elijah Broughton of the Barbourville Police Department. Knox County EMS, Barbourville Fire Department and the Knox County Coroner's office assisted at the scene.


Drugs and/or alcohol are not suspected factors in the accident.
