Speedwell Man To Be Sentenced In 2017 Voluntary Manslaughter Case

8th Judicial District Attorney General Jared Effler has filed criminal information charging 28-year-old Jack Rikki Hopper of Speedwell with Voluntary Manslaughter in regard to a family member's death with evidence that recently came to light.
Documents state that prior to the finding of this information, on or about May 15, 2017 in Claiborne County, that Hopper did "unlawfully, feloniously, and intentionally or knowingly kill 42-year-old Charles Jack Hopper II while in "a state of passion produced by adequate provocation sufficient to lead a reasonable person to act in an irrational manner, in violation of T.C.A. § 39-13-211, all of which is against the peace and dignity of the State of Tennessee." This is a Class B felony.
While the details of the incident have not been made public at this time, Jack Rikki Hopper plea guilty to this offense on Monday, July 13, 2026. According to the plea agreement, and in agreement with all parties involved, Hopper is facing three to six years in prison and/or probation time, for his actions.
