Indictment warrant served on Verda man for human trafficking; four others served indictments

Jeffery Massengale - HCDC

On Tuesday, December 15, 2020 the Harlan County Sheriff’s Office arrested a Verda man on an Indictment Warrant that was a result of an investigation conducted by the Sheriff’s Office.


65 year old Jeffery Massengale, was charged with two counts of Promoting Human Trafficking (victim under 18), two counts of Harassment and Persistent Felony Offender 2nd Degree.


Massengale had been arrested in August by the Sheriff’s Office after a complaint was received that he had approached two girls and attempted to entice them into his car with money. He was lodged in the Harlan County Detention Center with no bond set. The case remains under investigation by the Harlan County Sheriff’s Office.


Indictments were also served on three individuals already in custody in the detention center on previous charges.

Wesley Allen - HCDC

Wesley Allen, 46, of Dayhoit was served with an Indictment for Trafficking in Controlled Substance 1st Degree (Methamphetamine), Trafficking in Marijuana and Carrying a Concealed Weapon.







Flossie Cleaver - HCDC

Flossie Cleaver, 37, of Cawood was served with an Indictment for Receiving Stolen Property (Under $10,000) and Persistent Felony Offender 1st Degree.










Justin Brown - HCDC

Justin Brown, 37, of Harlan was served with two Indictments charging him with two counts of Flagrant Non Support and two counts of Persistent Felony Offender 1st Degree.






Bryan Robbins - HCDC

Bryan Robbins, 42, of Lejunior was served with an Indictment for Possession of Controlled Substance 1st Degree (Methamphetamine), Possession of Controlled Substance 3rd Degree and Possession of Drug Paraphernalia.
