Harlan Man Arrested for Sexual Offense Involving a Juvenile in Loyall, Ky.

Following an investigation regarding a juvenile in Loyall, Kentucky being sent messages of a sexual nature from a man.


Police Chief Charles Bailey states that the messages were recorded and sent to The Loyall Police Department by a concerned parent.


Through the investigation it was determined that 27-year-old Adam Mills of Harlan, was in contact with the 15-year-old female. Mills was arrested in front of juvenile's residence by Officer Ben Pace with the assistance of Harlan County Sheriff's Deputy Josh Lewis.


Mills was lodged in the Harlan County Detention Center charged with procuring or promoting the use of a minor for unlawful sexual acts, by electronic means, a Class C felony, and unlawful transaction with a minor - 3rd degree. No bond has been set.


We reported in November of 2020 that Mills, 22 at the time, was charged with arson, wanton endangerment, and fleeing from police for burning an apartment in Harlan that he rented from the late Johnnie Turner. This was after he poured gas throughout his apartment and set a blanket on fire. Multiple people occupied the other apartments and were inside at the time the fire was set. He was given probation for the charges, which he is currently serving.


Additional charges are pending.


All suspects are considered innocent until proven guilty in a court of law.
