Middlesboro Woman Arrested After Being Charged For Possessing Stolen Car

On Thursday, January 29, 2026, Middlesboro Police Lt./Det. Barry Cowan conducted a traffic stop on a 2024 Ford Mustang on North 19th Street after observing the vehicle displayed no registration.
During the stop, Lt./Det. Cowan ran the vehicle’s VIN through dispatch and learned the Mustang had recently been reported stolen from Barbourville, Kentucky.
A search of the driver resulted in the discovery of a suspected controlled substance, believed to be fentanyl, located in her front pants pocket.
According to Lt./Det. Cowan’s report, Bullins acknowledged she was aware the vehicle was stolen when she took possession of it, but denied any involvement in the theft of the vehicle.
The driver, 24-year-old Angel Bullins of Middlesboro, was taken into custody and charged with the following offenses:
• Receiving Stolen Property (Over $10,000)
• Possession of a Controlled Substance
• Operating on a Suspended or Revoked Operator’s License
• Additional Traffic Violations
She was also served a parole violation and a fugitive warrant. She is lodged in the Bell County Detention Center
