Not wearing a seatbelt leads to the discovery of drugs and cash during a stop

Friday afternoon November 15, 2019 a short time before 4pm , Middlesboro Sgt. Barry Cowan initiated a traffic stop on a vehicle just off of Cumberland Avenue after seeing the passenger not wearing a seat belt.


Upon contact with the driver, 32 year old Anna Painter of Speedwell Tennessee, she was found not to have a driver’s license in her possession, and after a K-9 alerting, she was found to have a pipe with Methamphetamine residue in her purse and another in a pants pocket.


She was arrested and charged with no seatbelt, license to be in possession, possession of controlled substance 1st degree, 1st offense, and buying/possessing drug paraphernalia. She is lodged in the Bell County Detention Center.


Her passenger, 46 year old Rocky Couarm of Harrogate, gave a consent to search revealing a plastic bag containing (11) eleven grams of a rocky substance believed to be Methamphetamine and $4,030 in cash determined to be from the proceeds of drug sales.


Rocky Couarm is lodged in the Bell County Detention Center charged with trafficking in controlled substance 1st degree, 2nd offense greater than 2 grams of Methamphetamine.
