Roane State College Police Officer indicted on rape charges

Justin Willoughby - CCJ

A member of the Roane State Community College Police Department, at the Campbell County Campus, has been indicted on two counts of Statutory Rape by an Authority Figure.


27 year old Justin Willoughby, of Jacksboro, turned himself in at the Campbell County Jail after the Grand Jury released a sealed indictment on the charges. He is currently free on a $50,000 bond. He is due in court at 8:30 AM on July 22nd.


A call was placed to Roane State Police Chief WIlliam "Chip" Cain to confirm the status of WIlloughby's current status with the department went to voice mail. Willoghby no longer appears on the Tennessee Board of Regents salary database as an employee.

“The allegation is deeply troubling, and we take it very seriously. Our highest priority is always student safety. The allegation was made to local authorities, who then contacted Roane State in October as part of their investigation. The officer was immediately placed on administrative leave, removed from campus, and then later resigned.  The college’s police department and administration have worked with local law enforcement to provide any assistance they have needed throughout their investigation.”
