Two Knox County men arrested on for sexual offenses with a juvenile

On Wednesday, June 16, 2021, Knox County Deputy Elijah Broughton arrested two Knox County men in response to current investigations involving sexual offenses with a child.


On Thursday, June 10, 2021, Deputy Broughton responded to a complaint of an adult male soliciting sexual intercourse with a female family member under the age of 16. Based on his investigation the deputy discovered there were several incidents involving two separate men.


Arrested and lodged in the Knox County Detention Center were 44-year-old James Frederick Mills of Heidrick, KY, and 34-year-old Matthew Scott Davis of Barbourville, KY.


James Mills was charged with prohibited use of electronic communication/computer system to procure a sexual performance of a minor.

Matthew Davis was charged with incest, rape - 2nd degree, rape - 3rd degree, sodomy - 2nd degree, sodomy - 3rd degree, sexual abuse - 2nd degree, unlawful transaction with a minor - 1st degree, and prohibited use of electronic communication/computer system to procure a sexual performance of a minor.

Deputy Elijah Broughton continues this investigation and additional charges are possible.

Barbourville PD, Laurel Sheriff Department, and Knox DCBS assisted in the case.
